Bill Definitions

Basic service fee

A flat monthly fee that partially covers fixed costs associated with providing electricity to your location.

City franchise fee

Generally, the city franchise fee is the “rent” that we pay a city to use the right-of-ways for our lines, poles, etc.

Cost of fuel per kWh

The cost of the fuel used to produce your electricity each month. Fuel costs are passed through from fuel suppliers to customers with no profit to Westar. It’s reviewed by the Kansas Corporation Commission and adjusted quarterly.

Demand kW

Demand is the rate at which you consume electricity - or that amount needed to power your home or business at any given point in time. Demand is the amount of energy your home or business needed during the highest 60-minute interval of this billing period.

For example: a single light bulb demands 100 watts of electricity at any given moment. So, if you use ten 100-watt light bulbs at one time, they demand 1,000 watts (1 kW) of electricity to operate. And if that moment when all ten light bulbs were on was the moment when you needed the most energy, then your demand for this billing period would be 1kW. You can see how running your dishwasher, furnace, dryer, space heater and oven at the same time of day would significantly increase your demand.

Energy Efficiency 

The costs associated with our investments in programs to improve energy efficiency.

Energy use

The total amount of electricity you use during the billing period, measured in kilowatt hours (kWh).

Environmental compliance

The costs associated with our responsibility to meet environmental laws and standards.

kWh (kilowatt hour)

Standard measure of electricity used equal to 1,000 watts used for one hour.

Off-peak hours

Hours when demand for energy is lower, between 7:00 p.m. and 2:00 p.m.

Peak hours (on-peak hours)

Hours when demand for energy is highest, between 2:00 p.m. and 7:00 p.m. (excluding holidays)

Project DESERVE

Project DESERVE can provide customers who are older, severely disable or meet income eligibility guidelines with financial assistance to pay their Westar Energy electric bills. Contributions are given to Center of Hope for distribution to Kansans in need. Any even dollar amount paid in excess of your bill up to $5 will automatically be contributed to Project DESERVE. You may also request to have an even dollar amount added to your bill every month.

Property Tax Surcharge

Reflects changes in the amount of property tax that are over or under what we estimated and included in our base rates.
