Residential deposits 

We may request a security deposit for one of the following reasons:

  • You are a new Westar Energy customer.
  • Your account has less than 10 on-time payments in the last 12 months.
  • You have an unpaid bill for prior service.
  • You have interfered with, tampered with or diverted service.
  • Your electric service has been turned off for non-payment two or more times within the most recent 12 months.
  • Your account has had two or more defaulted payment agreements within the last 12 months.
  • You've had two or more returned payments within the most recent 12 months.
  • You paid after the due date for three consecutive months, one of which was at least 30 days past due.

Deposit amount

The deposit amount is two times the average bill for a 12-month period. For example: If the average monthly bill is $75, your deposit would be $150. Customers who have interfered with, tampered with or diverted service may be charged an additional deposit based on usage for one month.

Deposit options

  • Deposit Payment - Deposits may be paid in four equal monthly installments.
  • Letter of Credit - If you are a first-time customer of Westar Energy, we accept credit references from another electric, gas, or water utility to waive deposit requirements. Acceptable credit references must not be older than 12 months from the date received and must show a minimum of 12 months of history with at least 10 on-time payments. Letters of credit may be faxed to 785-580-2210. 
  • Letter of guaranty - You may also provide a written guarantee from another Westar Energy customer in lieu of a cash deposit. (For example, a parent might provide a Letter of Guaranty for a child who is getting electric service in their name for the first time.) The person you are asking to provide a letter of guaranty cannot currently be making a deposit payment on their own account. The Letter of Guaranty transfers to a new address if you move. Deposit refunds

Your deposit, plus interest, is returned when service is turned off. Any unpaid bills will be deducted from this amount before we issue the refund. If you move, we will transfer the deposit to your new address. We will credit the deposit to your account to your account once you've made 10 of 12 on-time payments.

Deposit interest

Simple interest is paid on cash deposits, and we apply the interest as a credit to the account once per year. The Kansas Corporation Commission sets the interest rate each year. The annual interest rate for 2018 is 1.62%. 

Unclaimed deposits

We send unclaimed deposit refunds to the State of Kansas. To inquire about unclaimed deposit refunds, call the State's Unclaimed Property Division at 800-432-0386.


Business deposits

We may request a security deposit for one of the following reasons:

  • Your business has not previously had an account with Westar Energy
  • Your business has fewer than 20 out of 24 payments on time.
  • Your business has an unpaid bill for prior service.
  • Your business has interfered with, tampered with or diverted service.
  • Your business has been turned off for non-payment two or more times within the most recent 12 months.
  • Two or more payments have been returned within the most recent 12 months.
  • Your business paid after the due date for three consecutive months, one of which was at least 30 days past due.

Deposit amount

Small Commercial - (annual average of 3,240 kWh or less per month) The deposit is two times the projected average bill for a 12-month period. For example, if the average monthly bill is $150, the deposit would be $300.

Large Commercial - (annual average of more than 3,240 kWh per month) The deposit is the sum of the two largest monthly bills over the last 36-month period. For example, if the two highest monthly bills were $1,100 and $1,200, the deposit would be $2,300.

Deposit options

  • Small Commercial cash deposit - Cash deposits may be paid in four equal monthly installments
  • Large Commercial Cash Deposit - Charged at the start of service.
  • Irrevocable Letter of Credit (ILC) - We accept an irrevocable letter of credit issued by a bank authorizing that a specified amount is payable to Westar Energy upon demand.
  • Surety Bond - We accept a surety bond issued by an insurance company guaranteeing payment of a specified amount in the event a customer defaults on payment. Customers pay a premium to the insurance company for this service. 

Irrevocable Letters of Credit and surety bonds must contain the exact wording of the company's form.
There is a separate form for north and south customers.

Deposit refunds

If you move, we will transfer the deposit to your new address. We will credit the deposit to your account to your account once you've made 20 of 24 on-time payments. Deposits over $5,000 will be held for the life of account. Please note that deposits are never used to cover an overdue bill and will not prevent service from being turned off.
